Who said 'Knowledge will not remain with the unworthy'?

..Abdullah, ruler of East Persia from 828 to 845 and a keen advocate of universal education, was told by his advisers that it might be dangerous to educate the masses, he replied, 'Knowledge should be accessible to the worthy and the unworthy; knowledge can be trusted to look after itself and will not remain with the unworthy'.

It is perhaps well that we should appreciate that in East Persia, as well as in Spain particularly under Abdul Rahman III (r. 912-61) the idea of universal education was being actively pursued a thousand years before it was accepted in Western Europe.
